But now, in accordance with the order of the Ministry of Marine Fleet dated December 5, 1986 and the subsequent order of the former Ministry of Higher Education, only persons who have graduated from full-time departments of maritime schools in these specialties are accepted for correspondence training in navigation and ship mechanical specialties. So, a smart sailor, a motorist, a boatswain will no longer be able to become a captain or a mechanic?


And what about graduates of nautical schools, the vast majority of young people who made their choice after serving in the army, having certain professional and life experience? Many of them already have families, children and are even economically unable to study on the job. In youth, it is especially difficult to come to terms with the fact that the path "up" is closed to you, therefore, having no prospects for growth and higher education, many simply leave the navy.


Thus, in this case, not only the interests of a fairly wide category of people (mostly young people) are ignored, but their constitutional right to education is also violated. Obviously, it is necessary to remove unjustified restrictions on obtaining correspondence education in navigation and marine engineering specialties, simultaneously rebuilding the entire on-the-job training system, making it more effective.


By order of the Ministry of Marine Fleet, an entrance exam in a foreign language has been introduced for applicants of the navigation specialty since 1989. Thus, we automatically discard a lot of graduates of rural schools (where there may be one foreign language teacher for the entire settlement, not necessarily English and not necessarily a professional) and a lot of urban children. And why? The teaching staff and technical equipment of the English language departments of higher marine engineering schools make it possible to ensure a guaranteed level of knowledge of the English language of graduates, even starting training from the very beginning.


All these problems are purely organizational in nature, their solution does not require any special costs, but can have a great positive effect.
